seeders -> persons who (share) hold the data/or uploading the content / allowing others to download.
peers -> persons downloading the file.
the torrents can also contain viruses or malacious content it depends on the torrent u download try to read comments before downloading.
torrent will not upload any thing other than the content u already downloaded or downloading.
u can use uTorrent / flashget / Vuze softwares to download a torrent.
u can also restrict the upload limit and speed when downloading for each torrent.
